Latvia: real study routes, costs and what to check
A clear overview for students and parents — which routes exist, what they cost, where you apply, and how to plan a backup.
Before the first tuition payment
One-off fees the authorities of this country publish themselves. A budget built from tuition and rent leaves them out — and they fall due first.
- €160Temporary residence permit — state fee
160 euro buys the standard 30-day review of a first application; 280 euro in 10 working days, 560 euro in 5. The permit card is billed on top (45 euro within 10 working days, 80 euro within 2). A renewal is 75 euro per year, not 160. The 70 euro student rate people still quote is from the old schedule and no longer exists.
Apostille, sworn translations and a language exam are not on this list: they are priced by the country that issued the documents, not by the one reading them. Those rates exist only where the papers come from, so that is where to ask — we will not put a made-up number here.
Riga is the largest city in the Baltics — 600,000 residents, a UNESCO-listed historic centre, art nouveau architecture, and a quality of life that consistently benchmarks above comparable cities at the same price level. Latvia is also a natural cultural bridge for students from CIS countries making their first transition into the European Union: familiar cultural references, close geography, and Russian widely spoken — alongside Latvian and English — in the academic and professional environment.
Tuition at Latvian universities ranges from €2,000 to €8,000 a year depending on the programme and institution tier. The University of Latvia, RTU (Riga Technical University), and RSU (Rīga Stradiņš University) all offer English-language tracks. RSU in particular operates one of the largest English-taught medical programmes in the Baltics, attracting significant cohorts from South Asia, the Middle East, and Central Asia — the student body is genuinely international.
The student visa for Latvia has lower financial proof requirements than Germany, the Netherlands, or even some CEE countries. Latvia is Schengen and EU, which means freedom of movement across 27 countries and a degree recognised across all of Europe. The Riga job market — particularly in IT, finance, and logistics — has expanded consistently over the past decade and continues to grow.

Latvia — D-visa / residence permit for studies
Where to lodge the application
A national (D) student visa is issued only by the destination's own mission or its visa centre. Schengen representation agreements cover short-stay C visas only — a Schengen consulate nearby does not mean a student visa can be filed there.
Citizens of Russia: this destination has suspended the acceptance of visa applications worldwide. Where you live does not change that — an open visa centre in your country of residence does not lift it.
A study visa is not among the exceptions the source lists — for this passport the route is closed.

In order to reduce threat to public order and internal security, the Cabinet has adopted Regulation No 123 “Regulations regarding restrictions on the acceptance of visa applications from third-country nationals and their entry into the Republic of Latvia”. In accordance with the regulation, the diplomatic missions and consular posts of the Republic of Latvia accept visa applications from the citizens of the Russian Federation in following cases:

Work and your own business during studies
FactA student residence permit carries two different rights. Being allowed to take a job is not the same as being allowed to run a business of your own — and that holds in every destination here.

20 hours a week on a bachelor's permit (entry 2.3 of Cabinet Regulation No. 55). Full-time master's and doctoral students hold the right without an hours limit.

§ 9(1) treats employment and commercial activity as two different rights, and a bachelor's study permit carries the 20-hour employment entry, not the commercial one.
